Section 1. FISCAL YEAR. The fiscal year of this club shall be July 1 through June 30.
Section 2. PARLIAMENTARY PRACTICES. Except as otherwise specifically provided in this constitution and by-laws, all questions of order or procedure with respect to any meeting or action of this club, its board of directors or any committee appointed hereunder shall be determined in accordance with ROBERT'S RULES OF ORDER, NEWLY REVISED, as revised from time to time.
Section 3. PARTISAN POLITICS/RELIGION. This club shall not endorse or recommend any candidate for public office, nor shall partisan politics or sectarian religion be debated by members in meetings of this club.
Section 4. PERSONAL BENEFIT. Except to further his/her progress in Lionism, no officer or member of this club shall use his/her membership as a means of furthering any personal, political, or other aspiration, nor shall the club, as a whole, take part in any movement not in keeping with its purposes and objects.
Section 5. COMPENSATION. No officer shall receive any compensation for any service rendered to this club in his/her official capacity with the exception of the secretary, whose compensation, if any, shall be fixed by the board of directors.
Section 6. SOLICITATION OF FUNDS. No funds shall be solicited from the club during meetings by any individual or individuals who are not members of the club. Any suggestion or proposition made at any meeting of this club calling for the expenditure of money for other than the regular obligations shall be referred to the appropriate committee or to the board of directors for further review.

Section

Section 7. EXPENDITURE. All payments from all club accounts must be with the majority approval of club members when the expenditure is proposed. Exceptions are:
(a) When it is not practical to obtain the club's approval, the president may authorise a charitable payment, or payments, not exceeding £250.00 in total and then seeking club approval at the next opportunity to reinstate this priviledge.
(b) Necessary payments may be made from the activity account to meet normal expenditure in the carrying out of an approved fund-raising activity.
(c)
Small necessary payments may be made from the administrative account
to meet necessary payments in the administration of the club.Small payments may be made to meet necessary expenditure incurred in the administration of the club.
Section 8. TWINNING. This club is twinned with Hannover Tiergarten. Income, or part income, from an activity which benefits the administrative account may be allocated to twinning. Money raised for Twinning activity to be held in the administration account and used as agreed by the twinning committee in the entertaining of guests from Hannover Tiergarten and associated costs.
Section 9. PRESIDENT'S EXPENSES. The president may claim the basic cost of the meal to attend, with his partner, a Zone 1A club charter lunch or dinner and the basic cost to attend, with his partner, a district 105D convention weekend. In the event the president is unable to perform any of these duties he may authorise the payment he would have received to the vice chairman or another club member.
Section 10. DINNER MEETINGS. These are normally held on the fourth Monday of each month. All active members should attend or notify apologies to the house chairman three days in advance. Failure to give suitable notice of absence may incur a required payment for the missed meal. Members are expected to be smartly dressed for dinner. It is customary at dinner meetings to hold a raffle in aid of twinning with every active member in turn supplying the prize of a bottle of wine.

Amendment received:
Financial not fiscal at 1. "The financial year of this club shall run from 1 July to 30 June." 7(a) starts "When there it not practical" - this is not good english! 7(b) Fund-raising not fun-raising. 7(c) Rewrite "Small payments may be made to meet necessary expenditure incurred in the administration of the club."
Question whether Section 5 requires amendment. District 105D Constitution states:

(a) Appropriate out-of-pocket expenses incurred in carrying out their duties (or contributions thereto) may be claimed by, and paid to, Cabinet members provided that these have been duly authorised by the Governor and/or Cabinet.
(b) The Cabinet shall determine at their first meeting in the Year the maximum pence per mile payable on account of the use of motor vehicles and shall approve and determine a maximum budget sum applicable for each member of Cabinet for the Year.
